SESSION OF THE GOVERNMENT: OUTCOMES OF 8 MONTHS, STRATEGY OF IMPORT SUBSTITUTION, INTEGRATED MODERNIZATION

President Gurbanguly Berdimuhamedov has held regular video conference session of the Cabinet of Ministers where heads of regional administration and Ashgabat have been invited. Outcomes of work of the Government for the past eight months of the year have been summed up at the session.

Having announced the agenda, the Head of Turkmenistan gave floor for report to Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on macroeconomic indicators for the period under review, which demonstrate stable growth in all spheres.

It was mentioned that comparing with the last year the production has grown by 4.4 percent in January – August. Volume of retail sale for eight months of the years has increased by 19.4 percent comparing with the relative period of 2019. By the outcomes of the period under review, the revenue of the State budget has been executed by 109.1 percent while the expenditure part was 92.4 percent.

Average salary rate in big and medium facilities for eight months of the year is 10.4 percent higher comparing with the same period of 2019. Salary wages, pensions, state allowances and student scholarships have been paid on time.

Construction of various social facilities, living and engineering systems has been carried out under implementation of new edition of National rural programme.

Summing up the report, President Gurbanguly Berdimuhamedov has requested to analyze the condition of the economy on daily basis, control the formation of electronic industry, fulfilment of the state programmes of production of import substitutive goods and opening of new working places. It is necessary to hold implementation of profile programmes of development of ministries and profile departments under control as well, the Head of Turkmenistan highlighted.

Following current situation, it is necessary to prepare forecasts of social and economic development of the country for current and following years, the President continued. Having requested to develop drafts of the state budget and investment programme for the next year, the President of the country noted that these documents have to be presented to the Cabinet of Ministers for review in order to discuss it prior to the session of the People’s Council.

Addressing the heads of regional administrations, President Gurbanguly Berdimuhamedov has requested to hold fulfilment of events specified in the Programme of the President of Turkmenistan for social and economic development of the country in 2019 – 2025 on sites as well as targeted use of budget resources given for the regions and capital under strict control.

Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on results of work carried out for eight months of the year in the spheres under his supervision under implementation of the Programme of development of oil and gas industry until 2030.

It was reported that the plan of oil and gas condensate production has been executed by 102,2 percent, natural and associated gas by 101.2 percent, export of gas by 100.8 percent, oil refinery by 103.1 percent, gasoline production by 105.6 percent, diesel fuel by 106.3 percent, kerosene by 100.3 percent. The growth rate of production of liquefied gas was 121.8 percent.

President Gurbanguly Berdimuhamedov has addressed the Vice-premier with instructions on improvement of activity of facilities of oil and gas complex, provision of stable growth of production and economic indicators.

The importance of activation of work for implementation of projects, which are to strengthen the potential of the industry including in survey, exploration and development of new oil and gas fields as well as processing of hydrocarbon materials and production of petrochemical production, which is on high demand in the world markets, has been highlighted. Special attention has to be paid to diversification of export of Turkmen energy resources.

Having noted that it is necessary to accelerate the construction of Turkmenistan – Afghanistan – Pakistan – India gas line, the Head of the State requested to analyze the situation in this direction and gave specific instruction to the Vice-premier on taking of necessary measures for arrangement of this work on proper level.

Deputy chairman of the Cabinet of Ministers B. Ovezov reported to President Gurbanguly Berdimuhamedov on activity of ministries and departments of the sphere under his supervision for eight months of the year as well as on the Draft Resolution of procurement of equipment, software and provision of licenses for modernization of video conference communication system.

The production plan of transport and communication complex has been executed by 114.5 percent in January – August. The growth rate of Türkmenawtoulaglary Agency was 103.4 percent, Türkmendemirýollary Agency by 116 percent, Türkmendeňizderýaýollary Agency by 115.1 percent.

The plan of cargo and passenger traffic by automobile, railroad, air and maritime transport has been executed by 107.4 and 101.7 percent respectively. The plan of cargo turnover has been fulfilled by 110.4 percent. The growth rate of Türkmenaragatnaşyk Agency has reached 109.1 percent.

Continuing the report, the Vice-premier reported that modern video conference equipment complexes have been installed in the country and work for their further modernization is continued. Türkmenaragatnaşyk Agency has announced an international tender, which was won by Vialex FZE (United Arab Emirates).

Video conference equipment systems, which meet modern requirements, will be installed and put into operation under the project. In this context, draft of relative document has been presented to the Head of the State for review.

Having listened to the report, President Gurbanguly Berdimuhamedov ordered the Vice-premier to hold financial provision of the above-mentioned agencies under strict control.

 

Having singed the presented document, the President of Turkmenistan sent it to the Vice-premier by electronic document management system, having addressed number of instructions for implementation of the plans.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the outcomes of activity in the structures of trade and textile industry, entrepreneurship sphere in January – August this year as well as on implementation of adopted programmes for production of import substitutive good and increment of production of export oriented commodities.

The growth rate of total volume of trade by the Ministry of Trade and Foreign Economic Relations comparing with the same period of the last year was 117.3 percent while the production plan has been executed by 123.1 percent.

Comparing with the same period of the last year, the volume of production including yarn and fabrics made by the facilities of Ministry of Textile Industry was equal to 101.8 and 100.8 percent respectively, sewing and knitted items by 117.8 percent, leather production by 107.8 percent.

The plan of carpet production by the State Association Türkmenhaly has been performed by 111.4 percent.

The State Commodity and Raw Material Exchange had 180 trade sessions and signed 17,681 contracts for the past eight months. The growth rate of works by the Trade and Industrial Chamber was equal t0 125.5 percent in monetary equivalent.

The production volume of industrial good by the Union of Industrialists and Entrepreneurs has reached 110.8 percent, agricultural and food production by 127.7 percent.

The Vice-premier has also reported that steadfast work for increment of production is continued for provision of local and foreign markets with high-quality carpets.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted that excellent Turkmen carpets are models of beauty, which improved the treasury of human civilization. Filled with century-old national colours and having become an integral value of Turkmen lifestyle, the carpets are deservingly recognized as an excellent monument of original art of our nation in the world.

Turkmen carpets are registered in the UNESCO World Intangible Heritage List. This is an evidence of recognition of wonderful masterpieces made by skillful hands and talents of Turkmen women by the world community, an unparalleled example of national craft, the President noted.

The country carries out big work for full satisfaction of internal demand on eco-friendly national production, which is distinguished with high quality, for wide popularization of carpets in the world, increment of export potential of Turkmenistan, the Head of the State said, having pointed out the necessity to continue this activity.

Focusing on development of textile industry, President Gurbanguly Berdimuhamedov highlighted that at present time, this sphere has become an example of dynamic growth of processing sector of national economy. Practical measures are taken for establishment of high-technological facilities for production of various competitive goods from local material resources.

Speaking of this, the President has requested to hold realization of adopted programmes under control and to report on fulfilment on monthly basis. The Head of the State has noted that it is necessary to stop supply of production from foreign countries, which we can make ourselves. It will help to open new and protect existing work places for entrepreneurs and citizens.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on outcomes of work of the branches under his supervision for 8 months of the year.

The plan of production and services in construction and industrial complex has been executed by 115.6 percent with the growth rate of 123.2 percent in January – August.

The plan of works of the Ministry of Construction and Architecture has been fulfilled by 108.8 percent with the growth rate of 107.7 percent since the beginning of the year.

The fulfilment of work and production plan of the Ministry of Industry and Construction Production was equal to 104.3 percent with the growth rate of 107.1 percent for the period under review.

The growth rate of production, works and services of the Ministry of Energy has reached 127.7 percent for January – August. The plan has been executed by 118 percent, the growth rate of production of energy was equal to 114.5 percent with fulfilment of the plan by 106 percent for the period under review.

The plan of production and services of the State Concern Türkmenhimiýa has been performed by 130.1 percent with the growth rate of 156.7 percent for eight months of the year.

The plan of performed works and services of the Administration of Ashgabat has been executed by 112.7 percent with the growth rate of 103.3 percent.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted special importance given to construction of social and living facilities, roads, irrigation and water supply systems in the regions. In this regard, the Vice-premier was requested to hold new construction under strict control and to achieve their timely commissioning.

Having noted low rates of implementation of relative programmes, delay of construction of some facilities from the schedule, the Head of the State ordered to provide efficiency of works in this direction.

President Gurbanguly Berdimuhamedov pointed out importance of integrated approach to the issues related to continuation of works on establishment of energy ring inside the country and construction of Turkmenistan – Afghanistan – Pakistan power line as well as attraction of investments to relative spheres.

Addressing to the heads of the regions, the Head of the State has focused on the necessity to take proper measures for successful solution of objectives outlined in National rural programme, in particular on steadfast improvement of living conditions of local population by rapid construction of living houses, important social, cultural and infrastructural facilities in the country.

In this regard, the President highlighted again the importance of comprehensively thought approach to construction of new facilities and timely completion of all works.

Deputy Chairman of the Cabinet of Ministers P. Agamyradov has presented the report on situation in the spheres under his supervision including of work performed from the beginning of the year on development of science, education, health protection and sports in the country.

It was mentioned that measures for introduction of modern methods and digital technologies to educational system are taken at present time. Programmed measures are taken in health protection system taking into consideration current complicated situation in the world,

Turkmen sportsmen continue training process aimed at coming performance at international tournaments. In this context, the importance of recent opening of modern sport facilities, which have all capabilities for efficient work of profile specialists, has been noted.

Having listened to the report, the President said that education is the base of our achievements, guarantee of rapid move forward to set goals. It was highlighted that steadfast modernization of relative system starting from the schools is one of priority directions of the state policy.

At the same time, numerous mistakes are made in this sphere, the Head of the State noted. Thus, development of digital education system does not meet set requirements. Programmes used at all levels education are not updated.

Stating irrelevance of work carried out at present time in facilities of this sphere to set requirements, the Head of the State has criticized the activity in this direction, having requested the Vice-premier to make detailed analysis of the situation and take immediate measures for correction of the deficiencies.

Head of the State Gurbanguly Berdimuhamedov has terminated M. Govshudov from the post of Deputy Minister of Education of Turkmenistan for school and pre-school children facilities for serious deficiencies in his work and failure to perform his duties.

Taking into account what was said above, the Vice-premier and heads of regional administrations were requested to make proper conditions for successful work of educational facilities starting from kindergartens and schools, which have to be provided with all necessary resources for efficient educational process. After, Deputy Chairman of the Cabinet of Ministers M. Mammedova has been called to video conference session.

Reporting on the results of activity of the sphere under her supervision for eight months of the year, the Vice-premier informed that various cultural events including exhibitions, art contests and sessions, music festivals and other activities provided by the Programme of development of cultural sphere of Turkmenistan have been organized in the period under review.

Summing up the report, President Gurbanguly Berdimuhamedov has focused attention of the Vice-premier, as a head that has recently started to fulfil her duties, on improvement and strict control of activity of the facilities under her supervision and on selection of professional personnel.

In this regard, the President has pointed out that the Ministry of Culture, heads of printing media and TV and radio broadcasting sphere do not use its strong equipment and technical potential sufficiently, having demanded to correct the situation.

Highlighting importance of preparation of cultural events timed to coming national holidays and their broad coverage in mass media, the Head of the State has noted the importance of coming remarkable dates.

Numerous cultural events are planned to be held until the end of the year. Celebration of Independence and Neutrality Days, which have to be organized on high level, are the main ones, the President said, having given specific instructions to the Vice-premier on this regard.

At the same time, the importance of involvement of informational capabilities in explanatory work on hygiene and sanitary, measures for prevention of spread of infectious diseases taken in the country has been highlighted.

Further, the President of Turkmenistan has listened to the reports of the heads of administrations of the regions and capital.

First, the Head of Ahal Region Yaa. Gurbanov has reported on outcomes of work carried out in the region for the period under review, course of wintercrop sowing, measures for proper care of cotton fields, preparations to the harvest of cotton and solution of objectives in livestock sphere.

After, the Head of Balkan Region T. Atahalliyev has reported on indicators of social and economic development of the western region of the country for the last eight months. It was also reported on the measures taken for organized start of sowing of winter crops, fulfilment of relative agricultural and technical activities on cotton fields and readiness to harvest of cotton, work for improvement of potential of livestock industry.

After, Head of Dashoguz Region N. Nazarmyradov reported to President Gurbanguly Berdimuhamedov on the rates of seasonal agricultural works, fulfilment of instructions on organized sowing of wheat as well as on preparation to cotton harvest and measures taken for development of livestock industry.

Head of Lebap Region Sh. Amangeldiyev has reported on work carried out in the region for proper level of sowing of winter crops and preparation to cotton sowing. Fulfilment of assignments of the President on development of livestock industry has been separate subject of the report.

Hyakim of Mary Region D. Annaberdiyev has reported on the results of work carried out in the region for eight months of the year, rates of sowing of winter crops and preparation to cotton harvest. It was also reported on implementation of National rural programme and situation on livestock farming complex.

Head of Ashgabat city administration Ya. Gylyjov has reported on measures for development of the capital modernization of road and transport network, construction of big facilities, which opening is planned to be timed to the 25th anniversary of Turkmenistan’s neutrality.

Having listened to the report, President Gurbanguly Berdimuhamedov noted that wise application of advanced technologies and best world practice including during project development of new facilities in modernization of urban infrastructure is a mandatory requirement during construction of various complexes.

Quality of works at all construction sites, which opening is planned on coming remarkable date, has to meet international standards, Turkmen leader highlighted, having ordered the head of administration to hold this subject under strict control.

Speaking of importance to take proper measures for high organizational level of events timed to the main holiday of the country, the Head of the State highlighted the necessity of thorough preparation to Independence Day.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on the outcomes of work of the branches under his supervision for eight months of the year, course of agricultural reforms and seasonal field works in the regions.

Total growth volume of production of agricultural complex was 110.2 percent. The indicator of the Ministry of Agriculture and Natural Protection has reached 110.7 percent, the State Water Management Committee – 106.5 percent, State Association Türkmen atlary – 105 percent. The plan of investment development has been executed by 125.9 percent.

Sowing of wheat has started in the region on organized level. All necessary is made in order to carry out this responsible campaign according to agricultural requirements, in addition, preparation to cotton harvest is carried out these days together with care of the cotton fields.

The Vice-premier has also reported on work for development of livestock industry and increment of livestock production in the country. Draft Resolution on Provision of Use and Leasing of Pastures has been presented to the head of the state for review.

Addressing Vice-premier E. Orazgeldiyev and heads of the regions, Turkmen leader noted that responsible period, the sowing of winter crops, has started in agricultural complex. Future harvest and food abundance of the country depend on organization of this season, President Gurbanguly Berdimuhamedov said, having ordered to hold under control everything related to sowing campaign.

Good production of cotton has been made at the cotton fields this year. Taking into account strategic importance of this crop for our country, it is necessary to take care that all cotton would be collected from the fields, the Head of the State highlighted.

The President of Turkmenistan noted that special attention has to be paid to water provision, increment of productivity of crops, development of new lands, wide introduction of water saving technologies, use of advanced foreign practice.

Necessity of hard work on fulfilment of the programmes of development of agricultural complex, taking of all measures for expansion of the potential of local livestock farming industry has been highlighted,

Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on activity of the Ministry under implementation of the foreign course of neutral Turkmenistan in January – August.

Contacts between foreign departments are developed on regular basis. Steadfast measures are taken for intensification of beneficial trade and economic cooperation. Number of sessions of bilateral Intergovernmental Commissions and other relative structures has been held in January – August.

At the same time, joint business forums with participation of representatives of business circles of Hungary, Belgium, Great Britain, Germany, France, Japan, the Republic of Korea, Afghanistan and Russian Federation have been held.

The Vice-premier, Foreign Minister, has also presented draft Resolutions on Financial Matters of Diplomatic Service of Turkmenistan and on Further Improvement of Consulate Service of Turkmenistan to the President for review.

Summing up the report, President Gurbanguly Berdimuhamedov has requested to present the proposals on organization of various international events and participation of Turkmenistan in these events.

Having signed the resolutions related to diplomatic and consulate services of the country, the Head of the State sent it to the Vice-premier by electronic document management system, having given relative instructions on this account.

Speaker of the Mejlis G. Mammedova has informed about outcomes of activity of national parliament for eight months of the year on improvement of legislation as well as about preparation to the session of the People’s Council.

President Gurbanguly Berdimuhamedov highlighted the importance of the Mejlis’s work on modernization of legislative base taking into account the reality of economic development of the state, modern requirements of society and process of democratization of the country. This activity has to be continued and match international law making practice, the Head of the State highlighted.

It is also necessary to continue meeting with public, to make citizens aware of importance of constitutional reforms and changes with participation of deputies, representatives of political parties and public organizations, relative specialists of ministries, profile and scientific departments.

Having focused attention of the Speaker of the Parliament, Vice-premiers and heads of administrations on coming session of the People’s Council, which would be held on the threshold of Independence Day, the Head of Turkmenistan requested to hold all issues related to the organization of national forum under control.

We would review important objectives of further development of our sovereign state and take relative decisions, which would support the promotion of the country toward improvement of political system and demoсratization of the society, the Leader of the Nation highlighted.

Further, President Gurbanguly Berdimuhamedov has focused on the outcomes of work for eight months of the year, having stated that despite complicated situation in the world, the results demonstrate that our country continue developing successfully. Dynamic state macroeconomic policy has allowed achieving the growth of the GDP on 5.7 percent level by implementation of strategic programmes.

Works for reformation of scientific and educational spheres, modernization of production are carried out according to the adopted programmes, the Leader of the Nation noted. Actual measures are taken for digitization and industrial development of the country, market economy is formed up and new oil and gas fields are developed.

Construction of Turkmenistan – Afghanistan – Pakistan power line and TAPI gas line is continued, other international projects ae developed. The Head of the State noted that wide-scale construction of big industrial and social facilities is expanded in our sovereign state, it includes new villages, living houses, medical centres and resorts, schools and kindergartens, and many other facilities.

Policy of support of private entrepreneurship, their wide attraction to implementation of economic reforms are steadily implemented. However, despite these facts, President Gurbanguly Berdimuhamedov noted that unfortunately, many issues remain unsolved in some branches. But their solution depends on work of relative officials.

Speaking of this, the President noted that deep analysis of activity of this branches and relative conclusions would be made at the session of the government on outcomes of nine months of work.

Our current objectives are clearly specified in the Programme of development of the country in 2020 – 2025 and require fulfilment of big volume of work. It means that we all have to work hard for their solution, the Head of the State highlighted.

It is necessary to give additional impulse to production of local import substitutive goods, increment of export oriented production, use big opportunities available in the branches of the economy rationally.

It was mentioned that there is not much time left until the end of the year. We have to try and finish it with good indicators and to celebrate Independence Day and the 25th anniversary of permanent neutrality of Turkmenistan on the highest level, President Gurbanguly Berdimuhamedov highlighted.

Addressing the participants of the session, the Head of the State informed that another his book “Spiritual World of Turkmens” has been published. Speaking of importance of study of ancient history of Turkmen nation in gaining of necessary experience in modern period, the Head of the State noted that this century-old sources are enriched with new content with change of epochs. In this regard, the President of Turkmenistan expressed hope that his new work would be interesting and useful for wide reading audience.

Some other subjects of the state life, on which relative decisions have been made, were reviewed at the session.

Finishing video conference session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished strong health, family wealth and big success in work to the participants of the session.
