THE SESSION OF THE CABINET OF MINISTERS OF TURKMENISTAN IS HELD IN ONLINE MODE

President of Turkmenistan Gurbanguly Berdimuhamedov has held regular session of the Cabinet of Ministers in online mode. Current issues of the government policy as well as number of documents have been reviewed at the session.

In the beginning of the session, Deputy Chairman of the Cabinet of Ministers G. Mushikov has reported on practical measures for introduction of digital system to the branches of the economy and provision of services in electronic format to the population.

In this regard, the Vice-premier has presented the proposal on use of digital systems in the process of crediting to the citizens of the country to the President of Turkmenistan for review.

Having approved the presented proposals, the Head of the State has ordered the Vice-premier to hold under permanent attention the fulfilment of works specified in the Concept of development of digital economy in Turkmenistan in 2019 – 22025 in set timeline.

President Gurbanguly Berdimuhamedov has also requested to conduct an explanatory work among the population about the importance of new banking services in electronic format.

Further, Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on work for further improvement of activity of facilities of oil and gas complex and promotion of number of investment projects implemented in accordance with the Program of development of oil and gas industry of Turkmenistan until 2030.

Draft Resolution on Entering into additional agreement for provision of services for increment of output of oil wells at Goturdepe oil deposit has been presented to the Head of the State for review.

Having signed the presented Resolution, the President of the country sent it to the Vice-premier, having given certain instructions related to the attraction of foreign investments and advanced world practice and modern technologies.

In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on establishment of special agricultural land fund for cultivation of crops, which are listed in the government order, in the regions of the country.

The land from the fund will be given to agricultural producer for leasing up to 99 years. At the same time, 70 percent of the land is proposed to be used on contractual base of cultivation of wheat, cotton and other crops from the government order list. The rest of the land can be sown with other crops for scientifically based crop rotation with the term that the plan for production of wheat and cotton has been fully fulfilled.

Summing up the report, the President of Turkmenistan has ordered to hold major reforms in agricultural complex under permanent attention.

The Head of the State has given number of certain instructions to the Vice-premier, which are related to seasonal agricultural works, implementation of advanced technologies and scientific achievements, improvement of land fertility, rational use of water resources.

Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on work in the structures under his supervision, improvement of equipment and facility base of transport and communication complex including the measures for further provision of full operation of Turkmenbashy International Seaport.

The Vice-premier has reported that at present, the Türkmendeňizderýaýollary Agency works on development of the maritime fleet and attraction of foreign investments by expansion of services.

It was also reported to the Head of the State about the situation in the spheres, which are temporarily under his supervision, including construction field, chemical and power energy industries, works at production and social facilities.

Having listened to the report, President Gurbanguly Berdimuhamedov has noted that our country makes large-scale work for development of transport corridors, which support the assertion of Turkmenistan as an important transit hub of the continent. It also provides the conditions for further strengthening of social and economic potential of the region and expansion of its transport and logistic infrastructure.

In this context, the President of the country has pointed out the necessity of modernization of profile infrastructure and introduction of the latest technologies.

At the same time, the Leader of the Nation has focused on permanent control of the quality of service in the sphere of passenger and cargo transportation by all modes of transport and provision of modern communication services. Development of transport complex would always be a priority of our policy, the Head of the State said.

Having highlighted that major international projects are implemented in the country, President Gurbanguly Berdimuhamedov requested the Vice-premier to put all efforts for implementation of all plans.

The Leader of the Nation has also pointed out the necessity to hold under personal control all matters related to construction of facilities, having paid special attention to provision of these facilities with necessary construction and decoration materials.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on work for implementation of social and economic strategy in trade complex, solution of the utmost objectives specified by the Head of the State in this sphere.

Information about the measures for development of textile industry has been presented. It was informed that eco-friendly production of local textile facilities is on high demand of local consumers and in foreign markets.

Having pointed out the importance of provision of high quality, expansion of variety of production, further development of service sphere and marketing, the Leader of the Nation addressed the Vice-premier with number of specific assignments.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on the situation in the spheres under her supervision and work for improvement of activity of mass media.

It was mentioned that according the Concept of development of digital economy in the in Turkmenistan in 2020 – 2025, which was developed at the initiative of the President of the country, new mechanisms, models and technologies are introduced to working process and organizational structures of mass media.

Local network has been made between creative and production divisions during digital transformation of mass media, optimization of cooperation between newspaper, magazines and technical production is ongoing.

In this context, proposals on re-organization of work of some newspapers and magazines have been presented to the Head of the state.

Summing up the report, the President of the country has focused on the main objectives of national mass media, which are to popularize the achievements of Turkmenistan, priorities of its home and foreign policy and highlight important events.

Head of the State Gurbanguly Berdimuhamedov highlighted that transition of printing media from traditional paper carriers to electronic format and internet versions is one of the directions of digitization of Turkmen mass media, which main goal is to enter the level of modern standards.

In this aspect, it is necessary to study and adopt the best world practice, to use new media technologies and develop joint informational projects and improve qualification of journalists, Turkmen leader said.

Having approved the proposals on further improvement of work of newspapers and magazines, the Head of the state ordered to accelerate the transit to electronic system, which would allow enhancing the level of awareness of international community about life of our country and its achievements, having given relative instructions to the Vice-premier.

Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported of the situation in the spheres under his supervision, work on propaganda and assertion of the principles of healthy life style and popularization of sports including the cycling among the population.

Being a member of the International Olympic Committee and Olympic Council of Asia, Turkmenistan makes deserving contribution to the development of Olympic movement. The World Track Cycling Championship at the race track of the Ashgabat Olympic village on October 13 – 17 would be an important step on this way, the Vice-premier said, having presented the draft of relative resolution to the Head of the State for review.

Having noted the importance of the World Track Cycling Championship, which would be visual indication of fruitful cooperation with international sport organizations including with the International Cycling Union, the Leader of the Nation ordered to take all measures for conducting of this prestige tournament on high level.

Having signed the Resolution on the World Track Racing Championship in Ashgabat in 2021, the President of Turkmenistan sent it to the Vice-premier, having given him number of assignments on solution of the objectives set out in the document.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov has reported to Head of the State Gurbanguly Berdimuhamedov on the plans of cooperation of Turkmenistan with international organizations.

In this context, it was reported about the draft project of development of the energy diplomacy of Turkmenistan for 2021 – 2025. This document sets out the main directions of cooperation with specialized structures of the UN, International Energy Agency, Energy Charter and other profile structures.

Special attention is paid to rational use of natural resources, enhancement of energy efficiency, strengthening and active implementation of the potential of alternative energy.

For this purpose, the Draft National Strategy for development of renewable energy industry in Turkmenistan until 2030, which outlines priority goals in this direction, has been developed together with the UNDP, OSCE and International Renewable Energy Agency, (IRENA).

Implementation of modern technologies and innovations to all branches of the economy, is an important aspect of the partnership with international organizations. In this sphere, the main role is given to strengthening of cooperation with specialized structures including the World Intellectual Property Organization.

At this moment, Drat Program of the development of the system of intellectual property of Turkmenistan in 021 – 2025, which provides integrated measures for solution of objectives set in this sphere, has been developed with WIPO.

Cooperation with international organizations in humanitarian spheres, which is aimed at improvement of activity democratic institutes, efficient fulfilment of undertaken country’s obligations in human right sphere, has fruitful character.

In this regard, it was noted that national Acton Plan for Gender Equality for 2015 – 2020 is executed. Relative government establishments of Turkmenistan together with e UNDP and the UN Population Fund has developed the Draft of similar plan for the coming five years.

Under the leadership of President Gurbanguly Berdimuhamedov, our country also actively cooperates with international organizations in such important sphere s security and counteracting global challenges and threats.

In this context, National strategy for prevention of violent extremism and terrorism for 2020 – 2024 has been approved by the Resolution of the Head of the State.

Draft National Action Plan for 2021 – 2024has been developed for its implementation by profile ministries and departments of Turkmenistan together with the UN Counterterrorism Department and the UN Regional Center of Preventive Diplomacy for Central Asia.

At present time, a proper work is carried out for development of final revisions of the above-mentioned long-term documents, which is on the final stage.

Summing up the report, President Gurbanguly Berdimuhamedov has highlighted that cooperation with international organizations is one of the priorities of foreign strategy of neutral Turkmenistan, which is aimed at dynamic development of bilateral and multilateral cooperation. Under format of this fruitful cooperation, our country makes specific proposals aimed at the solution of the main modern issues.

The fact of the adoption of number of resolutions, which have been initiated by Turkmenistan, indicates the currency, appropriateness and commitment to long-term interests of the world community.

Demonstrating invariable commitment to undertaken obligations, our country works with the UN and its specialized agencies, which has strategic character, and closely cooperates with other international competent structures and is willing to intensify the established efficient relations in the above-mentioned and other spheres.

Speaking of this, the Head of the State has approved the draft documents and ordered the Vie-premier, the Foreign Minister, to continue systematic work in this direction including in the context of practical implementation of constructive initiatives proposed by Turkmenistan.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov, who reported on the fulfilment of the utmost objectives given by President Gurbabguly Berdimuhamedov for successful realization of the military reform by military and law enforcement agencies.

Having listened to the report, the Leader of the Nation noted that following the provisions of the Military doctrine, which was adopted according to peaceful and humane government policy, the government would continue taking measures for steadfast strengthening of equipment and facility of security forces.

Having focused on the importance of provision ofcoordinated work of military and law enforcement agencies, President Gurbanguly Berdimuhamedov addressed the Vice-premier, Secretary of the State Security Council with specific assignments.

Speaker of the Mejlis G. Mammedova has informed the Head of the State on activity of National Parliament for modernization of national legislation.

It was highlighted that development of new bills is carried out in the context of the priorities of the state policy and according the utmost objectives given by the President of Turkmenistan to the deputy corps.

At present time, legal acts in the sphere of labor relations, protection of rights and interests of the citizens, efficient and rational use of land and energy resources, creation of renewable sources of energy, health care of the population, prevention of diseases, improvement of activity of local administration authorities as well as other social issues, to which President Gurbanguly Berdimuhamedov pays special attention, are developed based on proposals of relative ministries and departments.

The development of legal acts is carried out taking into account universal standards of international law and national legal practice.

Information about the strengthening of Inter-parliamentary relations and intensification of cooperation with the UN and its structures, other competent international organizations has been presented. In this context, it was reported on the events, which have been held with the Inter-parliamentary Union, WHO, UNPF and UNICEF in online format.

President Gurbanguly Berdimuhamedov has highlighted the currency of further steadfast improvement of national legal base in the context of strengthening of the bases of democratic, legal and temporal Turkmen state, provision of high rates of development of the economy, steady growth of wealth of the citizens.

The Head of the State has highlighted the importance of participation of the deputies in celebration events dedicated to the 25th anniversary of neutrality of the Motherland, which have to be organized on high level.

Summing up the session, the President of Turkmenistan has noted that finishing the calendar year, it is necessary to analyze fulfilment of important government assignments, where the digitization of the economy is one of the main goals.

In this regard, Leader of the Nation Gurbanguly Berdimuhamedov has given specific assignments on steadfast conduct of works for analysis of development of national economy.

We have adopted the program of transit of the country to digital system, based on which the programs of each ministry and profile department have been specified, the Head of the State said and requested the Vice-premier to control fulfilment of these programs.

In its turn, the President has given instructions to the Vice-premiers to prepare reports on activity of the spheres under their supervision. The Leader of the Nation has continued that we would listened to the reports of the deputy Chairmen of the Cabinet of Ministers and heads of the regions at the next session of the Cabinet of Ministers and reports of the heads of the military and law enforcement agencies at the next session of the State Security Council.

Specific instructions have been given for high-level organization of international events on occasion of the 25th anniversary of Turkmenistan’s neutrality. The Leader of the Nation has also given instructions related to the celebration of New Year holiday.

Other important matters of the state life, on which relative decisions have been made, were reviewed at the session.
