CONSTRUCTION AND INDUSTRIAL COMPLEX: SYNERGY OF DEVELOPMENT
Development of construction sphere is one of the priorities of economic strategy of Turkmenistan. According to the programs aimed at innovative development of national economy, full-scale use of colossal natural resources, integrated reformation of the regions, special role has been given to investment and construction complex.
Industrial facilities making wide variety of import substitutive and export oriented production are built, advanced transport and social infrastructure is developed, scale of living construction is expended and production output of construction industry including production base of construction material from local material resources is increased in the result of steadfast implemented of targeted strategy of the Head of the State.
The country has turned into grandiose construction site. The scale of construction of social, cultural and industrial facilities, energy complexes, gas pipeline network is expanded while the capital of independent neutral Turkmenistan, white-marble Ashgabat has changed beyond recognition, having become of the most beautiful and comfortable city of the planet.
The Olympic village in Ashgabat, excellent complexes in Avaza National tourist zone have been built, construction of modern cities and villages, in particular new administrative center of Ahal Region, Ashgabat-city, settlements around Altyn Asyr Turkmen Lake and many other, has been launched at the initiative of the Head of the State.
All of these, together with magnificent complexes that have been already built, demonstrate the transit of Turkmen state to innovative format in economic, social and urban construction fields.
It is worth to mention that living, social and cultural facilities are built not only in Ashgabat and administrative centers of the regions but also in remote settlements as this is one of the priorities of the government policy of President Gurbanguly Berdimuhamedov.
Construction of 15 modern villages is continued in all regions of the country for further improvement of wellbeing of the population under implementation of National rural program at present time.
Roads meeting world standards and connecting the capital with remote regions are built in the country. Construction of Ashgabat – Turkmenabat highway, which Turkmen road builders plan to put into operation in December 2023, is one of such projects.
Diversification of industrial complex is carried out, production capacities of industrial facilities with advanced technologies are increased, and range of industrial and construction commodities is expanded for reliable provision of construction sites with building materials.
Foundation of the Ministry of Industry and Construction Production based on abolished Ministry of Industry and Communication and its Türkmensenagat Agency according to the Order of the President of Turkmenistan from February 7, 2020 is to achieve these goals.
New facilities provided with modern equipment are built and existing facilities are modernized in the country under execution of the Resolution of the President on Construction of Industrial and Production Facilities of the Ministry of Industry and Construction Production of Turkmenistan in 2020 – 2023.
Owing to work carried out in this direction, capabilities for provision of construction sites and population with qualitative, eco-friendly industrial production have been made. Such construction materials as cement, non-ore and wall materials, metal production, glass, assembly ferro-concrete and large-panel constructions, extended clay, kaolin, heavy engineering production and other are made at the facilities under the Ministry.
The production infrastructure of the Ministry includes Bahereden, Lebap, Balkan Cement Plants, Koytendag, Balkan and Gyoktepe Quarry Departments, Galaymor and Bereket Quarry Divisions, «Türkmen aýna önümleri», «Türkmendemirönümleri», «Nebitmaş», «Demirbetonönümleri» and «Demirbetonkonstruksiýa» facilities, Yashlyk Extended Clay Plant, aerated concrete and «Polimer önümleri» plants, metal work facilities as well as Türkmenmermer CJSV, specialized government facility Zarba, Senagattaslama Project Institute, Senagat Hotel and Construction Facility Directorate.
Production of cement is one of important sectors of national industrial complex. At present time, various brand Portland cement meeting world standards is produced based on innovative technologies at cement plants under the Ministry.
Annual production of Türkmen aýna önümleri facility is 1 million square meters of tinted, 100,000 square meters of laminated, 300,000 square meters of tempered as well as 400,000 square meters of windows meeting international standards.
Thermal polished tempered color and clear glass is produced at the same facilities based on float technology. In addition, the facility produces dozens of varieties of glass vessel for industrial and medical purpose. Türkmen aýna önümleri is a visual evidence of successful implementation of the program of expansion of variety of import substitutive production and increment of export potential.
Production output of Türkmendemirönümleri State Facility is 90,000 tons of various metal production per year, in particular, it manufactures construction rebar of different sizes and different bars.
«Demirbetonönümleri», «Demirbetonkonstruksiýa», aerated concrete and Yashlyk Extended Clay Plant produce wall materials, assembling ferro-concrete and large-panel constructions, tiling and roofing slabs, curbs, light poles, extended clay and many other building materials. Innovations are introduced into production process of Nebitmaş State Facility.
Together with Aýdyň gijeler Business Entity, the Ministry of Industry and Construction Facility has started production of ceiling lights of different dimensions. The facility is able to make 300,000 ceiling lights, 8,440,000 various LED-lights, which save not only the energy but also are distinguished with eco-friendliness and long operation time, per year.
In addition, Aýdyň gijeler Business Entity has started the production of electronic information boards, computers for initial grade school students and TV set of different dimensions.
Non-ore materials (crushed rocks, crushed enriched sand, sand and gravel mixture) produced by Quarry departments and divisions of the Ministry of Industry and Construction Production are widely used in construction.
Finishing materials are made by Türkmenmermer Closed Joint Stock Venture. Using modern equipment from the leading world producers, it makes architectural decorative elements, slabs for tiling of columns, curbs and many other commodities.
Production of equipment used for installation of various size pipes and lines as well as widely used plastic hardware, disposable dishware and other polymeric products is established at Polimer önümleri plant.
Aerated concrete plant presents eco-friendly production, which has number of advantages, in particular it is 3 – 4 times lighter than normal bricks, which reduces the weight of the construction and hence, increases seismic resistance.
Specialists of Senagattaslama Project Institute develop technological and normative documentation, carry out engineering studies, topographic and geodesic surveys, laboratory analysis and other.
At present time, cement plants with annual output production of 1 million tons are under construction in Baherden district, Ahal Region and Koytendag district, Lebap Region.
Procurement of equipment for installation of facility for production of sound and thermal insulation materials from fine basalt fiber and mineral wool in Jebel village, overhaul of the workshop of Balkan Quarry Department for production of wall materials are also carried out.
Having rich natural resources and actively implementing open door policy, Turkmenistan confidently expands international relations demonstrating rapid growth of national economy with power energy as one of the main directions.
Important prepositions for the formation of new industrial and innovative look of our country, strengthening of its economic power, improvement of wellbeing of the nation have been placed in steadfast development of this important sphere.
The country has managed to build super modern power stations, significantly increase generating capacities, renovate and build thousands kilometers of power lines for the short period, which allowed not only providing energy independence of turkmenistan but also significantly expanding export capabilities of electricity to foreign states, in the results of major reforms with attraction of foreign investments with attraction of foreign investments.
Energy policy of Turkmenistan, which has been elaborated by President Gurbanguly Berdimuhamedov, has clearly specified priorities of development of national energy industry for following decades, outlined specific measures for further integration of the country to the world energy system.
According to the policy, Ashgabat State Power Station with two gas turbines with total production capacity of 254.2 MW has been built and put into operation in 2006. Dashoguz Power Station with similar production output has been put into operation on the threshold of the 12th anniversary of historical Resolution on permanent neutrality of Turkmenistan by the United Nations General Assembly, in December 2007.
Three similar gas turbine power stations have been built in Ahal Region, Avaza National tourist zone and in Balkanabat in the year of the 15th anniversary of Turkmenistan’s neutrality. 126.4 MW power station with three gas turbine have been opened at industrial giant – Turkmenbashy Refinery Complex.
The Concept of development of power energy sphere of turkmenistan in 2013 – 2020, which was approved by the Head of the State, has given strong impulse to increment of power energy capacities. Putting into production of three small gas turbines in Ahal State Power Station was held under implementation of the Concept in the end of 2013. Output capacity of the power station is 395.9 MW.
149.2 MW Lebap State Power Station has started working in 2014. Derveze State Power Station with four gas turbines with total production capacity of 504.4 MW has been opened in Ahal Region in 2015.
It is worth to mention that gas turbine power station has been built in Mary Region those years for development needs of giant gas field Galkynysh in industrial scale. Modern Watan power station has started working in 2016 on the southeast of Lebap region, where big industrial cluster has started to be formed up.
September 8, 2017, when opening ceremony of the biggest in Central Asia high-technology combined power station on the territory of Mary State Power Station with output capacity of 1,574 MW took place with participation of President Gurbanguly Berdimuhamedov, occupies special place in the latest history of national energy industry.
After its opening, total production capacity of the flagship of national energy industry has increased two times, which allowed increasing export of electricity to foreign countries up to 3 billion KW per hour.
At present time, new gas turbine 432 power station is under rapid construction in Charjew district, Lebap region. This project is carried out together with Japanese Sumitomo Corporation and Mitsubishi Hitachi Power Systams and Turkish Rönesans Holding.
It is worth to mention that 12 state power stations with total production capacity of 6,511.2 MW, 6 production power network associations, power line construction and installation facilities operate in the country within the system of the Ministry of Energy of Turkmenistan. According to the Program of social and economic development of turkmenistan for 2019 – 2025, it is planned to build other 7 big energy facilities.
On September 9 this year, the President has taken part in ground breakig ceremony of two gas turbine power stations with designed capacity of 70 MW/h and reconstruction of existing power station at Turkmenbashy Refinery Complex.
According to the Resolutions of the President of Turkmenistan from 2012 and 2014 on improvement of reliability of electrical provision of Ashgabat, modern power substations have been built and put into operation in the capital, change of aerial to underground powerlines has been made.
In the year when our country celebrates 25th anniversary of recognition of permanent neutral status by the UN General Assembly, cooperation of Turkmenistan with the Islamic Republic of Iran and Islamic Republic of Afghanistan where Turkmen electricity is exported is worth to be mentioned.
Putting of 112-km powerline Rabatakshan – Kalaynau with throughput capacity of 100 MW/h into production in July 2018 is a bright example of actual help to Afghanistan in recent years.
At the request of President Gurbanguly Berdimuhamedov, national specialists have built number of power supply facilities including substations under this project. Together with existing Ymamnazar – Andhoy and Serhetabat – Herat power lines, Rabataksha – Kalaynau power line serves as an important part of energy infrastructure of neighboring country helping to it on its way of economic rehabilitation.
Undoubtedly, project of construction of Turkmenistan – Afghanistan – Pakistan (TAP) powerline is very important. Launching ceremony of the project of construction of 220 kW powerline on Turkmen part of the TAP in Mary State Power Station - Herat (The Islamic Republic of Afghanistan) direction together with TAPP-500 Power Transmission Line FZE, the branch of famous Turkish Çalik Holding A.Ş. took place on February 1 this year.
In addition to electrical provision of all infrastructural facilities of this main, the completion of construction of the power line will give opportunity to export power to Pakistan and other South Asian countries by transit via Afghanistan.
Annual International Exhibition and scientific conference with participation of the leading companies and profile structures from Russia, USA, Germany, Italy, Japan, China, Turkey, Iran, Belarus, Ukraine and other countries visually demonstrate huge potential of energy industry of Turkmenistan and growing interest from the world business circles and investors in participation in joint projects.
Personnel of the sphere propose new projects of energy production for reliable and uninterrupted provision of electricity to new modern villages and new production facilities. Alternative sources using solar and wind energy seem to be perspective.
Projects of their application under planned construction of new city in Ashgabat, modern village next to Altyn Asyr Turkmen Lake in Balkan Region have been developed. In this regard, President Gurbanguly Berdimuhamedov has initiated the development of the Law of Turkmenistan on Renewable Sources of Energy at the meeting with the Mejlis deputies.
Big work is carried out in the State Energy Institute of Turkmenistan for training of young qualified specialists and stimulation of interest of the youth to scientific developments.
The State Concern Türkmenhimiýa has been founded one the base of the Resolution of the President of Turkmenistan on establishment of the State Concern Türkmenhimiýa and its subjects from August 24, 2007 for further development of profile sphere.
Full and efficient use of natural reserves, hydrocarbon resources, mineral and hydro mineral reserves of Turkmen land for the sake of the country is a priority objectives of chemical industry of Turkmenistan.
This strategic direction is not limited by production of natural reserves only. It includes satisfaction of demand on chemical production for stable development of all spheres of national economy including agricultural complex in the result of processing based on innovative technologies.
Increasing export potential of the industry, the country makes various qualitative chemical production, which is on high demand abroad. Production of import substitutive production of this sphere is increasing.
Turkmenistan is among the leading countries of the world by hydrocarbon, mineral and hydro mineral resources, President Gurbanguly Berdimuhamedov notes. Chemical industry is based on the processing of hydrocarbon and ore mining resources and aimed at production of mineral fertilizers, iodine, bromine and their products, which are on high demand in local and foreign markets. Production of sodium sulphate, technical carbon, table and technical salt is increasing in the result of development of mineral and hydro mineral reserves.
At present time, the structure of the State Concern Türkmenhimiýa includes 9 complexes and Dökünhimiýa facility, which provide local consumers including agricultural producers with mineral fertilizers and other chemical production, Garabogazkarbamid Directorate, which controls the construction of profile facilities, as well as Technical Secondary Professional School in Turkmenabat.
The production made at the facilities of the State Concern Türkmenhimiýa is exported to different world countries. In the last years, the State Concern has accomplished number of big projects for production of mineral fertilizers and chemical products under the development of chemical industry.
Thus, Marykarbamid Plan with annual production capacity of 640,000 tons of carbamide and 400,000 tons of ammonia has been built in Mary Region in 2014 and workshop for production of 500,000 tons of sulphuric acid has been opened in Lebap Region, Garlyk Ore Mining Complex with production capacity of 1,400,000 tons of potassium chloride in 2017, Garabogazkarbamid Plant with annual production of 1,155,000 tons of carbamide and 660,000 tons of ammonia in Garabogaz, Balkan Region in 2018.
Pier, which has specialized conveyor system for loading of production of Garabogazkarbamid Plant direct to ships and able to load two ships simultaneously, has been reconstructed in Garabogaz for export of chemical production, mainly carbamide fertilizers across Caspian Sea.
Cooperation with the leading world companies Kawasaki Plant System Ltd., Sojits Corporation, Mitsubishi Corporation, Mitsui Injiniring (Japan) and Japanese Bank for International Cooperation as well as Renessans Türkmen and Gap Inşaat (Turkey) was held for implementation of these projects.
In addition, experimental industrial installation for production of technical iodine has been put into operation at Çukurguýy field on the base of Bereket Plant for increment of iodine production.
In future, it is planned to build other production facilities of chemical industry. Thus, nitrogen fertilizer complex in Mary, facility for production of concentrated phosphorus fertilizers with production capacity of 300,000 tons at Turkmenabat Chemical Plant, potassium fertilizer complex with output capacity of 1,400,000 tons at Garabil potassium salt field in Lebap Region, second train of the plant for production of 1,155,000 tons of carbamide in Balkan Region will be commissioned under implementation of the projects aimed at improvement of level of provision of agrarian sector of the country with nitrogen fertilizers and increment of export potential.
Installations with annual production capacity of 250,000 tons of technical iodine and 2,350 tons of bromine and bromine production will be launched for increment of production and technical indicators in the sphere of processing of iodine and bromine waters at Balkanabat plant in Gumdag village, Balkan Region.
In addition, construction of plants with annual capacity of 200,000 tons of technical iodine and 2,000 tons of bromine and bromine production in Uzboy settlement, facilities for annual production of 300,000 tons of technical iodine and 5,500 tons of bromine and bromine production, complexes for production of caustic soda, chlorine and chlorine production in Hazar, facilities for production of sodium sulphate based on rich hydro mineral resources of G Garabogaz Bay is planned.
Together with the above-mentioned facilities, it is planned to build the Institute of Chemical Technologies of Turkmenistan in Lebap Region for training of specialists for management and operation of these facilities.
Putting of new profile facilities provided by the Program into operation will satisfy the demand of the branches of national economy on chemical production as well as gives opportunity to increase export volume by several times.
Development of production capacities, which have big importance for diversification of profile industry, will allow making new varieties of chemical production supplied to local an foreign markets. These are 9,850 tons of bromine and its production, 15,000 tons of caustic soda, 13,500 tons of chlorine and chlorine production.
Beneficial geographic location of the country will strengthen its status as transport and transit corridor of interregional and intercontinental importance. Active integration of national transport sphere to international communication structure is important for taking of production made by rapidly growing branches and national economy, which expands its export capabilities, including production of chemical industry to foreign markets. All of these supports the development of beneficial interstate and interregional elations and regular cargo traffic.
President Gurbanguly Berdimuhamedov pays special attention to implementation of large-scale urban construction program expanded in the capital. Some buildings of white-marble Ashgabat have taken deserved place in the Guinness Record Book.
For the last several years, around 10 facilities of the capital have been included to the Record Book for original Architecture and deep meaning. It includes fountain complex of Oguzkhan, which was opened with participation of the Head of Turkmenistan on June 29, 2008, next to International Airport as a facility uniting several fountains.
On the same day, international experts have registered the highest in the world flagpole, which decorates Archabyl Avenue. Today, the State Flag is proudly flying at the height of 133 meters under the sky of the country.
Octagonal star of Oguzkhan, which is also registered in the Guinness Record Book as the biggest one, decorates 211-meter high Center of TV and Radio Broadcasting of Turkmenistan, which was put into operation on October 17, 2011.
95-meter high Cultural and Entertainment Center Älem, which located along Archabyl Avenue, which was opened on May 18, 2012, with the biggest indoor Ferris wheel, also occupies deserving place among the attractions.
On May 25, 2013, white city of Ashgabat has been listed to the Guinness Record Book as a city with highest concentration of white-marble buildings on the world. The main terminal of International Airport, to be more accurate the image of the biggest carpet pattern (705 square meters) on its surface has been entered to the Guinness Record Book on September 17, 2016.
The Olympic village, which includes more than sport 40 facilities, has been put into operation in Ashgabat in 2017. Image of ahalteke horse, which decorates the tribune of the Olympic stadium, has been entered to the Guinness Record Book as the biggest architectural symbol of horse and the Center of Aquatic Sports of the Olympic Aquatic and Sport Complex as the biggest indoor swimming pool in the world.
Today, white-marble Ashgabat is famous in the world with its parking and fountain complexes. Opening of facilities of recreation infrastructure built on the bank of the lake located in Bagtiyarlyk district of the capital has taken place with participation of the Head of the State last summer. On the same day, new recreation zone meeting modern requirements and standards of comfort and service has started working, having received its first guests.
Together with the facilities, opened under 13th, 14th and 15th phases of urban development of the capital, comfortable houses, social and cultural facilities built in Tyaze Zaman, Choganly, Kyoshy, Mir-7 residential estates give original style and beauty to the main city.
Not only complexes of multi-store high comfort buildings but also cottage complexes are put into operation in Ashgabat. Our beautiful capital turns into the most beautiful city of the world with all conditions for comfortable living in the result of successful implementation of urban construction program.
In general, construction and industrial complex demonstrates huge potential of Turkmenistan, which is based on the richest material resources and modern technologies, which in combination with economic policy of the Head of the State toward active international cooperation opens wide perspectives for the progress of the country.
