SESSION OF THE GOVERNMENT: TURKMEN PART OF TAPI, ECONOMIC AGENDA, VECTORS OF FOREIGN POLICY, IMPORTANT EVENTS OF JUNE

President Gurbanguly Berdimuhamedov held video conference session of the Cabinet of Ministers where current issues of the state life have been discussed and drafts of some documents have been reviewed.

Having left Oguzkhan Palace Complex, the Head of the State went to the building of the Cabinet of Ministers by bicycle.

Forestalling official part of the session of the Government, the President reminded that we would celebrated International Children Day on June 1. Happy life of our children is a guarantee of good future of the country. Provision of all capabilities to children for receiving modern education, upbringing in the spirit of patriotism and humanity are firm guarantees of prosperity, Turkmen leader highlighted.

First, the Head of the State called Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on bringing of normative and regulatory acts on licensing to compliance with modern time requirements.

Ministries and profile departments have analysed existing regulations, provisions, lists in this sphere and reviewed amounts of the Government fees. By the results of integrated work, necessary documents and draft of relative resolution have been developed.

Having listened to the report, President Gurbanguly Berdimuhamedov noted importance of improvement of licensing procedures, which is based on the need of comprehensive development of economic relations in modern conditions.

Having signed and sent the Resolution on improvement of organization of licensing activity in Turkmenistan to the Vice-premier by electronic document management system, the Head of the State requested to hold fulfilment of specified objectives under control.

Continuing the session, Deputy Chairman of the Cabinet of Ministers reported on measures for further development of insurance activity. In particular, it was informed that draft of new edition of rules of mandatory state insurance of passengers of all mode of transport and personnel of transport complex has been developed for coordination of works in this direction as well as for expansion of list of services provided in this sphere.

Terms and requirements of the document have been brought in compliance with amendments and addendums made recently in Laws of Turkmenistan on Insurance, on Automobile Transport, on Railroad Transport, Air Code and Code of Commercial Shipping.

According to the results of work, it is planned to develop draft resolution on state individual mandatory insurance of passengers of all modes of transport, members of crews of air, maritime, river line and motor transport and personnel of railroad transport.

Having approved presented proposal, the President noted that this measure is to support active integration of insurance system of Turkmenistan to international insurance market.

After, the Head of the State ordered to elaborate on the subject of privatization of the state-owned facilities, reformation to joint stock ventures and to open private companies on their base.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the rates of construction of the part of Turkmenistan – Afghanistan – Pakistan – India gas line on the territory of our country,

The facility is fully provided with steel pipes. In addition, the State Concern Türkmengaz has entered into contract with relative Hong Kong company for technical monitoring of construction of the pipeline and gas compressor facilities.

At present, welding of the pipes has been made along entire TAPI pipeline on the territory of Turkmenistan, which has reached Turkmen – Afghan border. Works for laying of welded pipes are continued.

According to the contract with Türkmengaz State Concern on supply of valves and different auxiliary equipment for Turkmen part of gas line, it is planned to install valves along the gas line. Therefore, construction and installation works are carried out at high rates on Turkmen part of the TAPI.

Summing up the report, President Gurbanguly Berdimuhamedov noted that TAPI project are the main components of energy strategy of Turkmenistan. Energy lines started from deposits of our country are to become important links of new architecture of global energy security.

Having requested to hold the construction of Turkmen part of TAPI under permanent control, the President addressed the Vice-premier with number of assignments, which includes cooperation with international organizations, reliable financial structures and petroleum companies in implementation of this project.

Further, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works in the regions. It was mentioned that at present time, preparation to coming grain harvest is continued together with care of the wheat.

The Vice-premier addressed the Head of the State with request to appoint the date of the start of sowing campaign. Draft Resolution, according to which it is planned to allocated 21 thousand hectares of land for cultivation of autumn species of potato, vegetables and other agricultural crops, to the President of Turkmenistan for review.

It was also reported on the events on occasion of the World Environment Day on June 5. It includes scientific and practical conference “Government Policy of the President of Turkmenistan in environment protection and provision of ecological wealth: Reached levels and objectives”.

Having listened to the report and pointed out the importance of objectives for further dynamic development of agricultural complex, increment of production volumes of various agricultural production in the country, the President ordered to pay utmost attention to quality organization of field works, compliance of agricultural standards including in care of the cotton.

Having signed the Resolution on production of potato, vegetables and other agricultural crops in the country in 2020, the Head of the State sent it to the Vice-premier by electronic document management system, having addressed certain assignments.

Having highlighted that special place is given in the state policy of Turkmenistan t ecological issues and that our country makes significant input to solution of ecological issues of the world concern under international conventions and agreements, actively cooperates in this sphere with many international structures, the Head of the State ordered to provide high organizational level of events dedicated to the World Environment Day.

Addressing the Vice-premier E. Orazgeldiyev, President Gurbanguly Berdimuhamedov noted that agricultural pests, which can make big damage to the crops, are reproduced during hot season.

Having requested to orient all available services to pest control, the Head of the State ordered to present the report on measures taken in this direction at the coming working video conference session next Monday.

Further, addressing the participants of the session, the President noted that harvest season is coming. Having highlighted that the main objectives of the grain producers is to collect produced wheat on time and without any loss, Turkmen leader ordered to start grain harvest campaign on June 5 in Ahal, Lebap and Mary velayats and on June 12 in Balkan and Dashoguz velayats.

After, Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev, who presented report on ongoing construction works at production and social facilities planned to be opened this year, has been called to the session.

Construction works at the facilities planned to be opened this year are carried out at high rates. All necessary measures are taken for completion of construction as per the timeline. Provision of facilities with construction materials is carried out by the Ministry of Industry and Construction Production and UIET.

Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the necessity to hold subjects related to construction of facilities in honour of the 25th anniversary of permanent neutrality in all parts of the country under permanent control.

Deputy Chairman of the Cabinet of Ministers B. Ovezov reported on work for establishment of Interdepartmental Commission for definition of fees and duties taken from the owners of motor vehicles and motorcycles of foreign countries coming to Turkmenistan and following on transit across the country.

The Vice-premier noted that it is necessary to synchronize legislation and tariffs and facilitate customs, visa and other procedures for pursuing coordinated transport policy.

It was informed that the agencies of transport and communication complex have made relative analysis. Under the report, the Vice-premier has also reported on the results of working trip to Balkan velayat.

Having listened to the information, President Gurbanguly Beerdimuhamedov highlighted that steadfast integration to the world transport system and further expansion of infrastructure along the main roads, connecting routes and hubs in the East – West and North – South directions are among the main objectives for near future.

Noting the currency of projects in transport sphere, including construction of modal highway for Central Asia with exit to Turkey, construction and activation of Afghanistan – Turkmenistan – Azerbaijan – Georgia – Turkey and Europe – Caucasus – Asia (TRACECA) transport corridors, the President highlighted that formation of these important directions is very important in the context of goals for restoration of the Silk Road.

The Head of the State has signed relative Resolution and sent it to the Vice-premier by electronic document management system, having requested to put all efforts for implementation of all plans. Focusing on issues of development of Balkan Velayat, the President addressed the Vice-premier with certain assignments.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on work for implementation of social and economic strategy in trade complex. Information about situation in the structures under his supervision, in particular about measures for increment of trade, development of private business and international cooperation, has been also presented.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that expansion of business contacts with foreign partners is an important aspect of foreign policy of Turkmenistan.

The Head of the State pointed out the importance of modernization of this sphere, improvement of quality of trade services, introduction of world practice and legal regulation of trading activity, creation of conditions for activation of entrepreneurship and promotion of private initiative for enhancement of competitiveness of industrial complex of the country, effective application of innovative technologies in this direction. The Vice-premier was requested to hold these subjects under control.

Having noted that Turkmen Carpet Day would be widely observed in the country on May 31, the President cordially congratulated personnel of carpet industry on this beautiful holiday on behalf of the members of the Cabinet of Ministers, having wished further success.

In this regard, the Head of the State informed on his decision to confer the title of Honoured Carpet maker of Turkmenistan to the best personnel who made big personal contribution to development of the country and signed relative Order. The Head of the State requested G. Mammedova and Ch. Gylyjov to hold award ceremony of carpet makers.

Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the measures for organization of «Türkmeniň Altyn asyry» President Award Contest and «Ýaňlan, Diýarym!» TV Contest.

It was informed that at present time, members of special commission select the best works of talented art personnel is set nominations of the contest.

In this regard, the Vice-premier informed that that results of «Türkmeniň Altyn asyry» Contest among literature, culture and art personnel, young singers and talented children would be summed up during the Week of Culture, which is planned to be held in Dashoguz Velayat on June 22 – 27. Qualification round of «Ýaňlan, Diýarym!» TV Contest starts in Ashgabat in July.

Having highlighted the importance of annual artistic review, the President pointed out the necessity of improvement of activity of cultural and mass media organizations taking into account activation of work for finding of new talents and training of professional personnel.

The Head of the State requested the Vice-premier to hold cultural events on high level in order to reflect brightly original traditions of Turkmen people and energy of modern epoch.

Further, Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on preparation to coming Word Bicycle Day. It was informed that it is planned to organize different competitions, sport and cultural events in sport complexes, cultural and entertainment centres of the country on occasion of international holiday.

Highlighting importance of coming World Bicycle Day for strengthening of the principles of healthy life style in Turkmen society, President Gurbanguly Berdimuhamedov noted importance of regular physical activity and gave assignments for organization of events planned for holidays.

Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on activity of the Ministry and presented proposals on joining of multilateral documents in transport sphere.

In this regard, it was mentioned that development of fruitful relations with international organizations is one of priority directions of foreign course of the country. At the same time, special attention is paid to cooperation with the UN including with its regional commissions, namely with European Commission on Economy (EEC) and Economic and Social Commission for Asian and Pacific (ESCAP).

Special attention is paid to improvement of transport system in Eurasian space, formation and efficient operation of transit and transport corridors in the context of activation of partnership with these structures. In this regard, proposals on joining of Turkmenistan to number of multilateral documents coordinated by the UN ECE have been prepared.

Subjects related to joining of Turkmenistan to these multilateral documents have been reviewed during consultations with participation of representatives of relative government authorities of our country, experts of the UNECE, International Road Transport Union and other organizations.

Summing up the report, President Gurbanguly Berdimuhamedov noted that taking exclusively beneficial geographic location, steadily strengthening of its positions as important transit and transport and logistic hub of regional and continental significance, neutral Turkmenistan strives to implement existing significant potential in this sphere for common sake. Our country makes considerable input to development of wide beneficial cooperation in this priority sphere, including in the format of the United Nations and its specialized structures.

President Gurbanguly Berdimuhamedov noted that strategy of Turkmenistan in this section has a long-term character. Standing for intensification of efficient cooperation, our country initiates and successfully implements major infrastructural projects together with foreign partners. Turkmenistan aims at further active and initiative participation in global transport dialog and is ready for new specific plans and projects, the Head of the State highlighted.

Having approved proposals on joining of our country to multilateral documents in this sphere, the President ordered to continue systematic work for strengthening of fruitful cooperation with European Commission on Economy and other profile structures of the UN.

During the session, Turkmen leader has also cordially congratulated Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov on the 60th birthday and wished him strong health, family wealth and big success in his responsible activity.

Speaker of the Mejlis G. Mammedova informed President Gurbanguly Berdimuhamedov about activity of national parliament for modernization of legislative base of the country.

It was mentioned that development of new editions of laws of Turkmenistan is under completion these days. At the same time, work for amendments and addendums of relative normative and legal acts regulating different spheres of life of the state and society aimed at further strengthening and development of democracy, law and order, protection of rights and freedoms of citizens as well as on improvement of administrative and territorial structure of the country.

The Speaker of National Parliament has also reported on offsite sessions of working group, which was formed up under the Constitutional Commission for development and compilation of proposals on amendments and addendums of the Constitution of Turkmenistan, for discussion of subjects of the People’s Council of Turkmenistan and constitutional reforms with members of the People’s Council.

Having focused on importance of improvement of work of National Parliament, the President highlighted that legal activity of the Mejlis has to follow the interests of society and that the main goal of the deputies is to represent interests of entire population implementing social priorities of the state in laws.

In this regard, the Head of the State has focused on the necessity of continuation of the meetings of deputies with people living in velayats and discussion of proposals coming to the Constitutional Commission.

After, Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov reported on activity of military and law enforcement agencies.

Having listened to the report, the Head of the State signed relative document on improvement of educational plans of high educational institutes of military and law enforcement agencies and, having sent it to the Vice-premier by electronic document management system, addressed number of specific assignments on its fulfilment.

During video conference session, President Gurbanguly Berdimuhamedov addressed the members of the Government.

The head of the state highlighted that adoption of the Resolution on annual celebration of the World Bicycle Day on June 3 by the United Nations General Assembly indicates that initiatives proposed by our neutral state receive approval and support of the world community.

Having congratulated on coming World Bicycle Day, President Gurbanguly Berdimuhamedov wished strong health, happiness, family prosperity and big success in work to fellow citizens.

Number of other important subjects of the state life, on which relative decisions have been made, were reviewed at the session.
