SESSION OF THE GOVERNMENT: GROWTH OF ECONOMY AND ENTREPRENEURSHIP ACTIVITY, SPORT DIPLOMACY, CULTURAL DIALOG
President Gurbanguly Berdimuhamedov has held regular video conference session of the Cabinet of Ministers where current issues of the state life as well as drafts of some documents have been discussed.
First, the floor was given to Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on measures for wide use of the potential of private sector in all branches of the economy, provision of government support to entrepreneurship, help to development of small and medium business.
It was reported that draft of relative Resolution has been developed for fulfilment of the assignment given by the President of Turkmenistan at the session of the Cabinet of Ministers in October 16 for privatization of the state-owned facilities by direct sale.
According to the document, it is proposed to privatize multi-level parking, which have been built and put into operation by the administration of Ashgabat, and the poultry complex of the Ministry of Agriculture and Natural Protection. The attached list of facilities has been reviewed at the session of the Central interdepartmental commission under the Ministry of Finances and Economy.
Having approved and signed the Resolution, the President sent it to the Vice-premier by electronic document management system. Relative assignments have been given to Vice-Premier Sh. Durdiliyev and E. Orazgeldiyev.
Further, Vice-premier G. Mushikov has preseted the report on the measures for development of insurance activity, provision of citizens and legal entities with qualitative insurance services as well as improvement of related legal and normative acts.
It was informed that specific work has been organized according to the relative Resolution of the President of Turkmenistan from March 31, 2010 on Mandatory State Personal Insurance of Military Personnel, Ratings and Officers of the Interior.
New edition of the Regulation on Mandatory State Personal Insurance of military personnel, citizens in active military service, personnel of the Interior department and payment of insurance has been developed due to the adoption of the Law of Turkmenistan on Legal Status of Military Personnel.
The draft document has been developed according to the requirements of new legislation. It facilitates the procedure for preparation of documents for payment of insurance, specifies the terms of insurance cases and way of payments as well as increases the amounts of payments.
Having focused on importance of mandatory state insurance of military personnel, the President gave relative instructions to Vice-Premier G. Mushikov and Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov.
Further, Deputy Chairman of the Cabinet of Ministers M. Meredov has reported to President Gurbanguly Berdimuhamedov on work in the sphere under his supervision and XXV International Conference Turkmenistan Oil and gas. The Conference has been organized by the State Concerns Türkmengaz and Türkmengaz.
The Vice-premier has also informed about work for further improvement of equipment and facility base of national fuel and energy complex including its production sector. In this regard, it was reported on the measures for provision of the State Concern Türkmengaz with mobile units for production of nitrogen. According to the world practice, such units are used during development of gas wells for the increment of their production as well as during maintenance and other related works.
Summing up the report, President Gurbanguly Berdimuhamedov has noted that having huge reserves of hydrocarbons resources, Turkmenistan implements energy strategy aimed at modernization and diversification of the branch, its steadfast integration to global energy system, development of efficient international cooperation in this sphere.
Having noted that efficient development of rich energy resources of the country is the utmost importance for successful implementation of profile, social and economic programs, the Head of the State pointed out the importance of modernization of the infrastructure of production and processing sectors of fuel and energy complex based on introduction of latest technologies and provision with advanced equipment, having requested the Vice-Premier to continue steadfast work in this direction.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on preparation to national tree planting campaign.
According to the Resolution of the President of Turkmenistan from January 31, 2020, the ministries, profile departments and administrations of the cities and regions are assigned to plant 10 million trees this year. It is planned to plant 25 million trees in general this year.
In this regard, the establishments, organizations and administrations of the regions and capital have developed proposals on planting of 15 million deciduous, coniferous, fruit and vine trees in the autumn.
Having reported to President Gurbanguly Berdimuhamedov that tree planting campaign is planned on November 7, the Vice-premier presented the draft Resolution on Planting of trees in the country in 2020 to the Head of the State for review. The Vice-Premier has also reported on current seasonal agricultural campaigns.
Having listened to the report, Turkmen leader has noted that environment protection and careful attitude to the nature, protection of its beauty for future generations are priorities of the government policy.
Integrated long-term National Forest Program, which provides making of green belts and forest estuaries on the background of rapidly developing industrial infrastructure, wide network of transport communications, dynamically growing cities and settlements is successfully implemented for provision of ecological wealth both in national and global scales.
Having highlighted the importance of fulfilment of this grandiose program, which involves all population of Turkmenistan, the President addressed the Vice-premier with number of specific assignments. Having signed the Resolution, the Head of the State sent the documents by electronic document management system.
Having focused on the utmost objectives of improvement of agricultural complex, Turkmen leader has ordered to put all efforts for conducting of agricultural works on proper level and according to agricultural requirements as well as to accomplish sowing and harvest campaigns as per set timeline. At the same time, the instructions for further development of livestock farming have been given.
Further, Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on the situation at construction sites of social and industrial facilities, which opening is timed to the 25th anniversary of Turkmenistan’s neutrality, as well as on the measures for uninterrupted production of required construction material in the country.
At the same time, it was reported on works for construction of social and production facilities based on advanced world technologies as well as on development of road and transport infrastructure and Ashgabat.
Having listened to the report, the President focused on the necessity of activation of works for increment of production capacity of building materials.
Highlighting the importance of serious preparation to coming events on occasion of the 25th anniversary of neutrality, Turkmen leader has focused on the necessity of timely completions of construction of the facilities, which opening is timed to the celebration.
In his turn, deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on development of the Action Plan of development of digital economy in Turkmenistan in 2021 – 2022.
The Vice-Premier has reported that the second session of Interdepartmental Commission has been held. Implementation of the Concept of development of digital economy in the country as well as Resolutions of the Head of the State on establishment and implementation of the electronic document management system and websites in Turkmenistan have been discussed at the session.
Draft Action Plan of development of digital economy in 2021 – 2022, which includes improvement of normative and legal base of this sphere, modernization of digital education and health protection, implementation of E-government system, staged introduction of electronic services on the portal of government services has been presented to the Head of the State for review. Timeline of the set objectives has also been defined.
Summing up the report, Head of Turkmenistan Gurbanguly Berdimuhamedov highlighted that modernization of activity of administration authorities, introduction of e-Government would support successful implementation of the Program of social and economic development of the country in 2020 – 2025 and other programs providing further development of the stae and society.
Digitization is the main trend of the world development, it enters our daily life and professional activity, the President of Turkmenistan said. New industries, markets and management models come up on the background of dynamic changes. We pay special attention that our country keeps up with time and technological progress, therefore, it is important to develop the system of information broadcast and communication infrastructure, the Head of the State highlighted.
President Gurbanguly Berdimuhamedov has requested the Vice-Premier to elaborate on the Action Plan of development of digital economy in Turkmenistan in 2021 – 2022, having addressed number of instructions.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the projects of establishment of import substitutive production. In this regard, the Vice-Premier has presented proposal on construction of modern hothouse farms for production of bananas and citric fruits in Kaahka and Vekilbazar distrits, Ahal Region to the Head of the State for review.
According to the projects, the hothouses would be provided with innovative equipment and modern irrigation methods. Taking into account existing practice, it is planned to conduct tests for cultivation of bananas, tangerines, oranges and other citric fruits.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that entrepreneurship makes significant input to expansion of import substitution and increment of export potential of the country, development of competitive productions.
Big work has been made for dynamic and efficient development of small and medium business, entrepreneurship and private initiatives in the last years. Favourable legal, economic, financial and social terms have been made, the Head of Turkmenistan stated.
Having approved the projects of construction of import substitutive production facilities for cultivation of bananas and citric fruits, the Head of the State highlighted that it is necessary to study the demand of external markets developing the best practices in the sphere of international trade and marketing, having noted that the support of small and medium business would be continued in the country. Relative orders have been given to the Vice-premier.
Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on the development of the Draft Resolution on approval of National Program of development of sanatorium system in Turkmenistan in 2021 – 2025.
The main goal of the Program is to increase the level of sanatorium service, health protection and prevention of diseases, rehabilitation and strengthening of health, provision of high quality and availability of sanatorium services as well as to increase the life expectancy of the people.
It is expected that implementation of measures provided by National Program will make positive effect on strengthening of the health of the people and give opportunity to modernize work of sanatoriums, to use natural and recreation potential carefully and rationally, to increase competiveness of sanatorium service in the country and on international level.
Having listened to the report, President Gurbanguly Berdimuhamedov approved the presented proposal. It was mentioned that unique climate of our country, which is an important factor of sanatorium treatment, various natural landscapes allow turning Turkmenistan with its recreation potential into the health resort of international level.
Oldest resort zones, which became famous around the world for their healing properties, are developed and reconstructed for improvement of quality and expansion of range of treatment and health improving services in the last years. Efficient diagnostic and treatment methods of various diseases as well as advanced practice of medical and resort practice are successfully used in the sanatoriums.
At the same time, construction of new resorts, which have rare healing capabilities, is continued. It includes the construction of modern sanatorium in Bagabat settlement, Ak Bugday district, Ahal Region.
Having focused on the necessity of further active development of sanatorium and resort infrastructure, the President requested the Vice-premier to implement control of work of the sanatoriums and quality of their services, training of qualified specialists.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredoov has reported on the activity of the Ministry and measures for development of international cooperation of Turkmenistan in sport sphere.
It was mentioned that strengthening of fruitful cooperation in this sphere is one of priority vectors of foreign course of the country. Relative proposals in international sport partnership including the expansion of profile legal base have been developed for efficient implementation of sport policy of President Gurbanguly Berdimuhamedov.
At present, our country is a member of two multilateral documents in this sphere the Nairobi Treaty on Protection of the Olympic Symbol and International Convention on Combating Doping in Sports. At the same time, Turkmenistan has signed documents with 19 countries on cooperation in sport field.
In this regard, the proposals on joining of the country to European Convention (adopted in Magglingen, Switzerland in 2014) as well as on development of draft Memoranda on Cooperation with International Sambo and Tennis Federations, National Olympic Committee of the People’s Republic of China and the Olympic Committee of the Republic of Korea and their signing haven been presented.
It also seems to be reasonable for Turkmenistan to participate in work of international sport organizations. At the moment, our country is a member of 7 such structures, 48 international various sport federations as well as the UNESCO inter-governmental committee for physical culture and sport. It is proposed to start work on inclusion of Turkmenistan to the Federation of International Sport Medicine in the aspect of expansion of this partnership.
It is proposed to organize VII International Conference of ministers responsible for physical culture and sport (MINEPS VII) under the sponsorship of the UNESCO as well as the session of International Olympic Committee (IOC) and the General Assembly of the Olympic Committee of Asia (OCA) in Turkmenistan.
At the same time, it seems to be reasonable to take measures for improvement of the Chapter and activity of National Olympic Committee of Turkmenistan based on the Olympic Charter and documents of the OCA.
Having listened to the report, the President of Turkmenistan noted that having defined the development of physical culture and sport movement and sports of the highest achievements as the main priorities of the government policy, our country holds initiative position in strengthening of fruitful international cooperation in this direction.
The President said that for this purpose, Turkmenistan supports and steadily expands cooperation with International Olympic Committee, the Olympic Committee of Asia and other competent structures, makes constructive proposals on stimulation and activation of partnership in sport sphere.
President Gurbanguly Berdimuhamedov has approved the presented proposals and ordered the Vice-premier, the Foreign Minister to continue working in this direction, which is to support the strengthening of the status of independent neutral Turkmenistan as sport power.
Continuing the session, Deputy Chairperson of the Cabinet of Ministers M. Mammedova has reported on preparation to presentation of video films demonstrating the performance of Turkmen national art of singing and dancing kushtdepdy, which is included to the UNESCO representative list of intangible cultural heritage, by singers and choreographic bands of Turkic states.
This event is held under the activities dedicated to the 25th anniversary of neutrality. It is planned that the Secretary General of International Organization of Turkic Culture (TURKSOY) will participate in the event in video conference format, which is planned to be held in the Mukams Palace of the State Cultural Centre.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that it is necessary to continue working of wide popularization of rich national historical and cultural heritage in the world.
Having requested to hold planned event, which is to enrich cultural contacts of Turkmenistan with fraternal states, on high organizational level, the President of Turkmenistan gave certain instructions to the vice-premier.
Further, Speaker of the Mejlis G. Mammedova has informed about work for improvement of national legislation and implementation of decisions made at the session of the People’s Council.
Together with representatives of the UN Population and Children Funds, the UN Permanent Coordinator to our country, Turkmen parliamentarians took part in the sessions dedicated to development of the draft of National Action Plan of gender equality in Turkmenistan in 2021 – 2025 and improvement of the system of social protection of the population.
The President highlighted that improvement of legal base is an integral factor of steadfast progress of the country on modern stage. Having focused on strengthening of international cooperation and inter-Parliament cooperation, the Head of Turkmenistan noted that this direction is an important component of interstate dialog.
It is necessary to pay special attention to exchange of practice in legal activity, to organize events on introduction of history and achievements of Turkmenistan in development of democratic temporal state to the world community. The Head of the State has highlighted familiarization of the world community with success in gender equality and wide popularization of national traditions among priority vectors of work.
Finishing the session of the Cabinet of Ministers, where some other subjects of the state life have been reviewed and relative decisions have been made, President Gurbanguly Berdimuhamedov wished strong health, family wealth and big success in work to the participants.
