THE PRESIDENT OF TURKMENISTAN PARTICIPATES IN OPENING OF NEW CLINIC AND GIVE OBJECTIVES FOR FURTHER DEVELOPMENT OF HEALTH PROTECTION

President Gurbanguly Berdimuhamedov has taken part in the opening ceremony of another important facility of national health protection sphere - new infectious disease hospital for 200 patients in Yzgant village, Gyokdepe district.

Opening of modern medical facility, which has been built under large-scale project of the formation of new administrative center of this region, continued the range of construction releases timed to coming remarkable date – the 25th anniversary of Turkmenistan’s neutrality.

… In the morning, President Gurbanguly Berdimuhamedov has come to regional infectious disease, which constructions has started two years ago in November 2018.

The Speaker of the Mejlis, Deputy Chairmen of the Cabinet of Ministers, deputies of the Parliament, heads of military and law enforcement agencies, ministers and departments, representatives of public organizations and mass media, head of Ahal Region and personnel of health protection sphere have gathered on occasion of remarkable event.

President Gurbanguly Berdimuhamedov has cut symbolical ribbon and entered the building where he looked around the conditions made for patients and work of medical personnel.

Modern medical facility has been built by Nusaý ýollary private company, the member of the Union of Industrialists and Entrepreneurs.

New 3-storey complex of buildings of infectious disease clinic has all necessary conditions for treatment of acute respiratory infection and angina, intestinal infections, hepatitis and other infectious diseases including the diseases of unknown origin.

The hospital, which has been built according to international standards, is able to receive 200 patients, adults and children.

It has departments of virus hepatitis, infectious diseases of upper respiratory tracts, intestinal infections, special air-born dangerous infectious diseases.

The reception facility has five specialized cabinets designated for initial examination of the patients with various infectious disease and rendering of first medical aid.

In-patient care department is located on the first and second floors. One and two-patient rooms with all conditions are equipped with own bathrooms.

In addition to in-patient departments, the structure of infectious disease clinic includes laboratory, functional and diagnostic department, surgery, reanimation and obstetrics as well as physiotherapy and outpatient departments.

All departments are equipped with the latest medical and technical hardware as well as medicinal applications made in Germany, Sweden, France, Japan, USA, South Korea, Netherland, Czech Republic, Great Britain and People’s Republic of China.

The President of the country went around the departments of the hospital and listened the reports of personnel on technical provision and capabilities of installed equipment.

The Head of the State highlighted that national specialists have to be aware of the latest studies in medical sphere. In addition, Turkmen doctors have to be not only professional in what they do but also to learn foreign languages in order to improve the level of the knowledge and study foreign scientific publications. Those, who permanently improves himself, can be called as true doctor, the Leader of the Nation concluded. In this regard, training abroad will be organized for Turkmen specialists where they will be able to exchange practice with foreign specialists once the borders will be opened.

Despite the fact that the hospital is specialized in treatment of infectious diseases, it has all conditions for provision of high quality surgery services and operations without transferring patients to other hospitals.

Having finished looking around the clinic, President Gurbanguly Berdimuhamedov went to the conference hall where he held offsite session of the Cabinet of Ministers.

Current objectives for strengthening of equipment and facility base of health protection sphere of the country have been reviewed, perspective directions of development of this sphere have been outlined and number of other issues has been discussed at the session.

The Leader of the Nation highlighted that health of the population is under permanent attention. Having noted that the State health program is implemented effectively, the Head of Turkmenistan named recent opening of modern sanatorium in Bagabat Settlement, Ahal Region as another evidence of this.

President Gurbanguly Berdimuhamedov continued that coronavirus pandemic, which has covered big space, presents serious threat to prosperity of entire humankind.

From the first days of appearance of acute pneumonia in the world, preventive measures have been taken immediately in the country, all necessary works have been made for protection of the population of Turkmenistan. Special control measures and relative restrictions have been introduced at the state border. Monitoring of health condition of the citizens has been enforced and coordinated activity of all profile services have been arranged.

Disinfection is carried out regularly in secondary and higher educational facilities, kindergartens, organizations and public places, the Leader of the nation stated, having noted that necessary medicine and consumables, medical equipment, diagnostic and other appliances have been bought in sufficient volumes.

Special outlets have been opened for quarantine regime in Ashgabat and regions. Wide educational works aimed at provision of compliance with personal hygiene rules has been carried out among the population.

Exchange of practice with other states is carried out and close cooperation with the United Nations and its structural divisions, including with the World Health Organization, is held, the Head of Turkmenistan said.

Visit of the WHO representatives, who inspected the measures undertaken for prevention of infectious diseases, is a visual evidence of this cooperation, Leader of the Nation Gurbanguly Berdimuhamedov continued. Infectious Disease Prevention. Preparedness and Response Plan has been developed and approved together with this Organization.

Turkmenistan, where human being is the highest value of state and society, is always open for cooperation with all countries and international organizations in combating against this danger threating human health.

The government continues taking necessary practical measures in this direction. Not a single case of coronavirus infection has been registered in the country in the result of preventive activities, which is positive indicator and big achievement, the President stated with delight, having focused on importance to hold this matter under control and continue started work.

The clinic, which has been open in Yzgant village, Gyokdepe district, is another example of specific activity for prevention and treatment of various dangerous infectious diseases in Turkmenistan, President Gurbanguly Berdimuhamedov highlighted.

Having specified construction of serval similar medical facilities among the main priorities, the Leader of the nation addressed the members of the Government with number of certain instructions.

Continuing the session, Head of the State Gurbanguly Berdimuhamedov has focused the attention of the participants on the utmost objectives in this direction.

The President of Turkmenistan said that first, significant improvement of health condition of the population and increment of average longevity of the citizens as well as development of medical services meeting the highest international standards are the main principles of the State Health Program.

The Leader of the Nation has also noted that saving of the Aral Sea is also one of the current issues.

The ecology is a fundamental base of the medicine in prevention of physiological diseases and makes a single harmony of relations between people and nature.

Having focused on special importance of application of effective methods and preventive measures against diseases in the regions with unfavorable climate conditions such as Aral Sea region, the Leader of the Nation ordered to build new hospital with physiological scientific and clinical center in Ashgabat, which would provide wide opportunities for prevention and treatment of infectious diseases.

In addition, new structure will study negative impact of the Aral Sea on the people’s health. Courses (seminars) and scientific studies will be carried out in these directions, President Gurbanguly Berdimuhamedov said, having addressed relative instructions to the officials of the Academy of Science and Myrat Garriyev Turkmen State Medical University.

In this regard, the Ministry of health Projection and Medical Industry has been assigned to develop new National program of prevention and combating infectious diseases and to coordinate this program with works carried out by the Foreign Ministry for saving of the Aral Sea.

Head of the State Gurbanguly Berdimuhamedov has also ordered to build Virology, bacteriological and epidemiological scientific and production center, which would carry out fundamental study in epidemiology, molecular biology and microbiology, immunology, virology, bacteriology, genetic engineering, biotechnologies, ecology and biological security.

Epidemiology of natural sources of diseases, genetics of their pathogens will be studied as well as biotechnological and Nano-technological methods in the sphere of molecular biology and immunology would be determined, the President of Turkmenistan noted.

The second, the Leader of the Nation highlighted, I order to build number of new pharmaceutical factories for full provision of the population with medicine.

Further, the Head of the State has given floor to Minister of Health Protection and Medical Industry N. Amannepesov who congratulated President Gurbanguly Berdimuhamedov on the opening of infectious disease hospital in Yzgant village, Gyoktepe district, Ahal Region.

The Minister has also informed that integrated measures are taken at present for control of sanitary and epidemiological situation in the country. Educational work among the population for prevention of infectious diseases, provision of medical facilities with necessary medicine and medical appliances were highlighted among implemented practical measures.

The 25th anniversary of adoption of the State Health Program, which has been developed under the leadership of the Head of Turkmenistan, is observed this year. significant success has been achieved in implementation of the Program, which is aimed at development and bringing of health protection and medical industry to fundamentally new level, expansion of international cooperation in this sphere, for this period.

Owing to priority attention of President Gurbanguly Berdimuhamedov, efficient national health protection system, which is based on the best achievements of the word medical science and advanced practices, has been formed in the country. It has supported to improve level of works for health protection of the citizens.

Healthcare facilities, which includes International Burn and Aesthetic Centers in Ashgabat, Bagabat Sanatoriums and Saglyk stele in Ak Bugday district, Ahal Region as well as residential houses for medical personnel have been noted among the achievements.

According to the Resolution of the Leader of the Nation, it was assigned to add 15 percent of average salary rate to personnel of the government healthcare facilities, who participate in strengthening and protection of citizens’ health under prevention of entry and spread of acute infectious disease in the country, 20 percent of average salary rate to personnel working in remote villages with difficult access and 10 percent of averge salary rate to personnel working in rural areas.

According to the document, relative rural healthcare personnel will be provided with private living houses, which are built under the government programs, as well as with land plots for construction of private houses in priority order.

It was also mentioned in the report that joint projects and programs in health protection sphere are successfully implemented for fulfilment of assignments of the President with foreign partners, including with international medical, scientific and research centers of Germany. Innovative preventive, diagnostic and treatment methods are systematically introduced to national health protection sphere under productive cooperation.

In addition, fruitful cooperation opens opportunities for Turkmenistan citizens to use relative services meeting international standards.

Continuing, the ministers has asked the Head of the State to provide support in construction of International multifunctional rehabilitation center in the capital. The construction of this complex is caused by the necessity of provision of application of the latest technologies in medical sphere for strengthening of health of the citizens after diseases of cardiovascular, nervous, endocrine, digestive and musculoskeletal system, surgeries and complications after various infectious and non-infectious diseases.

The Minister has also asked the Leader of the Nation to make a memory entry in the Book of honored guests of infectious disease clinic in Ahal Region.

Having supported the proposal on construction of International multifunctional rehabilitation center in the capital and given relative assignments in the end of offsite session of the Cabinet of Ministers, the Leader of the Nation congratulated the participants and Turkmen people on coming 25th anniversary of permanent neutrality, having wished them strong health, family wealth and big success for the prosperity of the Motherland.

Before leaving the place of event, the Head of the State has wished successful work to personnel of infectious disease clinic and presented the keys from vehicle as a gift to new facility.
