THE PRESIDENT OF TURKMENISTAN HOLDS SESSION ON DEVELOPMENT OF TRADE COMPLEX
On December 9, President Gurbanguly Berdimuhamedov has held video conference working session dedicated to current situation in the trade complex of the country and the utmost objectives of its further development. Some Deputy Chairmen of the Cabinet of Ministers and heads of relative ministries and departments took part in the session.
First, Deputy Chairman of the Cabinet of Ministers G. Mushikov has reported on fulfilment of objectives on relative contract, which were concluded between the ministries and profile departments with foreign companies.
Further, the floor was given to Chairman of the State Association Türkmenhaly O. Ishanguliyeva. On behalf of carpet producers, the head of the Association has expressed gratitude to President Gurbanguly Berdimuhamedov for new Ashgabat Art Carpet Factory, which was opened in the days of celebration of the 25th anniversary of neutrality.
Further, the report on work conducted by the Türkmenhaly State Association as the main organization in implementation of the government policy in protection, improvement and passing of handmade carpet art to future generation, which is an ancient decorative and applied art of Turkmen nation, has been presented.
Advertising activity is improved and measures are taken under fulfilment of instructions given by the Head of the State for wide presentation of Turkmen carpets at national and international exhibitions, including virtual exhibitions, arrangement of online trading of handmade production.
Further, Chairman of the State Commodity and Raw Material Exchange B. Chariyev has reported on implementation of the policy in the sphere of sale of commodity and raw material resources of Turkmenistan and establishment of favorable conditions for development of wholesale market. Work for introduction of digital system to this sphere is continued for implementation of the Strategy of improvement of activity of the State Commodity and Raw Material Exchange of Turkmenistan in 2020 – 2025.
The working session was continued with the report of Chairman of the Trade and Industrial Chamber D. Rejepov who reported on fulfilment of the instructions given by Head of the State Gurbanguly Berdimuhamedov on improvement of efficiency of exhibitions, conferences and business meetings held in the country as well as on work conducted at present time.
Further, Minister of Trade and Foreign Economic Affairs O. Gurbannazarov, who reported on the measures for provision of markets and shops of the country with necessary products and goods, has been invited to direct line.
The Minister has also reported on fulfilment of important objectives set out in the Program of social and economic development of the country in 2020 – 2025 by the structures under his supervision.
Further, the floor was given to Minister of Textile Industry R. Rejepov. Having reported on fulfilment of the instructions given by the Head of the State earlier, the Minister has reported on the measures for solution of important objectives followed from the Program of the President of Turkmenistan for social and economic development of the country in 2020 – 2025.
The work for saturation of local market with commodities of this sphere, increment of export volumes of Turkmen textile, study and organization of sale markets is carried out and measures for development of foreign economic relations and marketing are taken.
Further, Board Chairman of the Union of Industrialists and Entrepreneurs D. Hudayberdiyev made a report on the measures for provision of private companies making food products with feedstock, necessary materials and equipment as well as on construction of hothouses and livestock complexes, which opening would increase the production of demanded products.
In addition, it was reported on the construction of Ashgabat – Turkmenabat highway according to set schedule.
Besides, it was informed about the situation at the construction of new modern administrative complex of Ahal Region where the work is carried out at high rates at the moment.
It was also reported on activity carried out in accordance with the Concept of development of digital economy. In particular, capabilities for promotion of local goods are expanded every day by opening of webpages of trade facilities, launching of relative mobile applications, organization of online sales, delivery of products including long distance delivery.
The Rysgal Joint Stock Commercial Bank has introduced electronic bank internet payment system, which is the main instrument of electronic trade. It was informed that contactless payment system has been put into operation.
Further, Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on activity in the trade complex for fulfilment of assignments given by the Leader of the Nation for improvement of food product provision at local market of the country and satisfaction of the population’s demand on consumer goods.
Having listened to the reports, President Gurbanguly Berdimuhamedov has pointed out the necessity of increment of production volumes, especially in agricultural complex, increment of support of the private sector of the economy by the government, including by provision of financial, material and technical support to small and medium entrepreneurship.
Brining of activity on formation of modern structure of trade organization with introduction of digital technologies into compliance with modern requirements is very important.
In this regard, the Head of the State has addressed Ch. Gylyjov with specific instructions, in particular to continue working on increment of export volumes of local production together with heads of relative profile departments.
Further, President Gurbanguly Berdimuhamedov addressed all participants of the working session, having given them number of certain objectives.
The Head of the State has highlighted the provision of the population of the country with food products among the utmost objectives. It was also pointed out at the necessity to increase the production of import substitutive and export oriented production and to reduce the volumes of import.
The President of the country highlighted that it is necessary to increase the volumes of production and goods made by the Ministry of Textile Industry. President Gurbanguly Berdimuhamedov has also requested to take all measures for strengthening of equipment and facility base of national carpet production facilities, to increase the variety of their production and to expand the geography of sale.
The Head of the State has also pointed out the necessity to conduct relative work for organization of electronic sale of carpets, carpet production and souvenirs and for introduction of digital system for this purpose. Improvement of provision of carpet making facilities with raw materials has been highlighted among the utmost objectives.
The objectives for improvement of organization of various exhibitions and conferences and raising of interest in these events have been given for intensification of business relations.
Coming over to the objectives of non-governmental sector of the economy, President Gurbanguly Berdimuhamedov has said that private companies have to take an active part in implementation of big industrial projects including the projects of opening of high-technology facilities.
The Head of the State highlighted that marketing, legal and consultative assistance has to be provided to local private producer in placing of export oriented production in foreign markets and improvement of positions in the market.
It is necessary to increase sale of production through the internet, to open own platforms for electronic trade inside the country, to intensify marketing of local production on international level, the President of Turkmenistan highlighted having given relative instructions.
Leader of the Nation Gurbanguly Berdimuhamedov has ordered to develop proposals on the opening of exporter support center as well as center of assistance to small and medium business on voluntary basis.
The President of Turkmenistan has requested Vice-premier G. Mushikov and Chairman of the Central Bank M. Annadurdiyev to hold under attention strict fulfilment of profile programs, work for improvement of the banking system based on introduction of advanced digital technologies.
